Annual Meeting Process

The annual meeting is usually held in October or November of each year and is normally held online.
Quorum for annual meeting is 10% of homeowners, which would be 12
The board can raise the dues in the amount of the CPI from July each year without having to have a community vote
To raise dues over 10%, 60% of the homeowners must be present at a quorum, and 67% of that quorum must vote yes. If quorum is not met, call the meeting and reschedule. The corn will be cut in half. There is no time frame so we could reschedule in 10 to 15 days.
To change the Declaration requires signatures from 75% of the lot owners.

What the HOA Dues Cover

  • Roofs,
  • exterior including painting and gutters
  • Gutter cleaning if the vendor and access your patio
  • Parking lots
  • Common area
  • Pool

What the HOA Dues DO NOT cover

  • Fences
  • Any part of the building that has been added on, including the roof or gutters on that add-on. Some properties have finished their patio area. The HOA will not cover anypart of that building
  • Anything inside the unit
  • Anything inside the patio - Homeowner must keep patio area clean. If not the HOA can issue fines and possibly clean the patio at the owner's expense.
  • Outside water faucets
  • Trash: The City of Winston-Salem does backyard pickup once a week in the community. The homeowners MUST keep all trash and recycling bins in the back of the property with lids. All trash must be in bags and placed inside trash cans with a lid.
  • No personal items are to be left in the common area.

Insurance Information

The HOA only covers liability insurance on the common area. Each homeowner needs an HO3 Policy that covers their property inside and out.
Each homeowner must carry an HOA 3 policy covering the property's inside and outside. The homeowner must add the HOA as an additional insured or interested party on their policy. Here is a video explaining why your HOA requires you to add them to the policy.

Rental Restrictions

The lot owner, shall, within 60 days of rental or lease, provide in writing to the Association the following items:  
1. The name, mailing address, and telephone number (including area code) of the tenant renting or leasing from the Homeowner.   
2. A true and complete copy of the written lease or rental agreement, signed by the Homeowner(s) and tenant(s). 
3. Certification by the Homeowner(s) that the tenant(s) have been given a copy of these Policies and Procedures.   
4. The Homeowner(s) shall have a period of six (60) days from the date the written lease or rental agreement is entered into to comply with the directive.

Your tenant will not be given pool access until we have all the required documents.
Non-Compliance Fine: 
In the event that the Homeowner(s) shall fail or refuse to provide said disclosure, the Tenant(s) Pool Privileges will be suspended and the Homeowner(s) shall be assessed a TEN DOLLAR ($10.00) PER DAY penalty until compliance.   
The Homeowner(s) shall remain obligated to pay the regular or special assessments to the Association, regardless of whether the obligation to pay assessments has been assumed by the tenant in any lease or rental agreement.

Pool Info

Pool gate access is by a smartphone app. The homeowner will need a Bluetooth-enabled device to have access to the pool.

WESTMINSTER POOL AND RECREATION RULES POOL HOURS 9:30 AM UNTIL 9:30 PM

    All children under the age of 16 MUST be accompanied by an adult 18 years of age or older when using the pool area.
    Anyone under the age of 18 years of age is not allowed to bring a guest into the pool area unless accompanied by a homeowner or parent.
    Homeowners/tenants of Westminster Place Association 18 years of age and older may bring no more than three (3) guests to the pool area, and must not leave their guests unattended at any time. Each resident is responsible for his/her actions as well as those of his/her guest(s). Residents in good standing (dues paid) with a pool key may not bring other residents who are not in good standing to the pool as their guests. Residents may not give their key to non-residents.
    Anyone in the pool area before or after hours posted will not get a warning, but will be confronted by the police for trespassing.
    No loud music is allowed. The pool area is a “G” rated family environment. Please keep music volume low and be courteous to your neighbors.
    No pets are allowed in the pool or pool area. If an animal is found in the pool or pool area, the pool must be closed for remedial cleaning. Any resident (or his/her guest) responsible for such closure shall be fined and required to pay the costs associated with the closure/cleaning/reopening.
    No running, wrestling, spitting, horseplay, profanity, or throwing of objects.
    Floats, tubes and inflatable toys are for fun only and should not be used as a life preserver for going into water over your head.
    No walking, standing or sitting on the divider between the kiddie pool and the adult pool.
    Proper swimming attire is required. If improperly dressed, you will be asked to leave the pool. NO cut-off jeans.
    Babies are required to wear leak-proof swim pants. Regular diapers are not to be worn in the pool.
    If using suntan lotion, please shower before going into the pool. Baby oil is not permitted in the pool area.
    No glass of any kind is allowed in the pool area. Broken glass in the pool or pool area requires the pool to be closed, drained, cleaned, and refilled before reopening. Any resident (or his/her guest) responsible for such closure shall be fined and required to pay the costs associated with the closure/cleaning/reopening.
    Anyone with cuts, abrasions, or communicable viruses should not use the pool.
    Anyone using alcohol to excess or using profanity will be asked to leave the pool or recreation area for the remainder of the day.
    Pool gate must be closed after you enter the pool area and must be LOCKED when leaving the pool.
